Unicode Settings for Internet Explorer
Click the item "Tools" from the Internet Explorer Menu Bar and select "Internet Options".
Click the option "Fonts" in the "Appearance" menu items of the Internet Options screen.
Select "Tamil" from the items of the "Language scripts" dropdown menu of the Fonts screen.
Select "Latha" from the items of the "webpage fonts"
Click "OK" in the Fonts screen.
Click "OK" in the Internet Options screen.
Click the item "View" from the Internet Explorer Menu bar and select the option "Encoding"--> "Unicode (UTF-8) if not already selected. In this case it is already selected (see the black dot before the option "Unicode (UTF-8)" just above the mouse pointer).
Unicode Settings for Internet Explorer and Outlook Express
Click the item "View" from the Outlook Express menu bar and select "Encoding-->"More"--> "Unicode (UTF-8)". The current encoding is "User Defined" shown with a black dot on the left above the option "More". Please see that the Unicode Tamil message in the Outlook Express screen looks as junk which is not readable.
See that the message is readable now.
Check the item "View"-->"Encoding"-->Unicode (UTF-8) which is now marked selected with the black dot on the left.
